论人力资源配置效率的"潜能标准"

摘    要:认为充分发挥人力资源的潜能 ,是提升人力资源微观配置效率的核心。人力资源的潜能的大小由劳动力的自然性质、知识层次、能力训练、环境压力和个人意愿等因素决定。测定人的潜能和潜能发挥程度 ,可以采取理论测定和间接测定方法。挖掘人力的潜能主要通过人尽其才、增加压力、能力训练、恰当激励和文化感召等方式实现。而社会应当通过锻造竞争机制和潜能开发体系 ,为人力资源潜能开发创造公平条件。

Abstract:Bringing the potentialities of human resources into full play is the key to raising the micro-allocative efficiency of human resources.The potentialities of human resources are determined by such factors as talented people's natural qualities,intellectual levels,environmental pressure,and personal will.The determination of human potentialities and their degrees of fulfilment can be done theoretically and indirectly.Human potentialities may be tapped chiefly by making full use of human talent,increasing pressure,training aptitude,giving proper stimulation and cultural encouragement.Society should create fair conditions for the development of human potentialities by establishing competitive mechanism and system for the development of human potentialities.
