新疆未成年人内地流浪的预防与救助

要全面和彻底解决新疆籍流浪未成年人在内地流浪的问题,最为关键的是要在法律上形成完整的预防和救助制度。流浪预防制度,就是要完善未成年人监护的有效运行机制,该有效运行机制涉及决定、执行、监督三个重要环节;流浪救助制度,就是要贯彻人本关怀理念,在流浪未成年人解救中,国家应积极、主动、强制进行救助,在流浪未成年人安置中,充分发挥流浪未成年人安置培训中心、流浪未成年人救助保护中心、儿童福利机构各自的功能。

To solve the issue of minors of Xinjiang who stray in the inland completely,the most important key is the construction of legal system to prevention and assistance of stray minors.Stray prevention system is to improve an effective operating mechanism of minors guardianship system.The effective operation mechanism involves three important links of decision,execution and supervision.Stray aid system,is to implement the concept of humanistic concern.For rescuing of stray minors,government should take aid acts actively and compulsively.In the resettlement of stray minors,the functions of child welfare institution,the training centers and assistance protection centers for stray minors,should be operated adequately.
