| 摘 要： | 农民可持续生计内在地要求政府农村反贫困行动相互配合和有机衔接。因我国农村最低生活保障与扶贫开发两项基本农村反贫困行动孤立进行,农民生计改善的非持续性已相当突出。为有效地解决上述问题,建议突破目前最低生活保障仅为扶贫开发提供低保对象的劳动能力信息的衔接思路,实行三种衔接路径有机结合的复合型衔接模式,充分发挥两种反贫困行动在农民可持续生计目标实现中的协同作用,并进行三方面的配套性制度构建。

| Abstract: | Rural sustainable livelihoods require the combination of rural subsistence allowance system and development for poverty relief. However,there is no combination of rural subsistence allowance and development for poverty relief in rural areas. So,there is the problem of rural unsustainable livelihoods. The essay suggests a combined model for the further development of rural sustainable livelihoods in China. |
