转型期中国政府经济职能内在机理缺陷及矫正对策

目前,在由计划经济体制向市场经济体制全面转型期,就政府经济职能而言,还未能完全适应现代市场经济的要求,突出表现为政府经济职能的越位、缺位与错位。究其根源,在于政府经济职能存在着内在机理上的缺陷。对此的矫正,有必要以马克思国家经济职能学说为指导,充分发挥市场对资源配置的基础性作用,防止“市场失灵”,同时还要避免“政府失效”,最终实现政府的“有形之手”与市场的“无形之手”最佳结合。

Chinese Government Economic Function Inner Mechanism Deficiencies and Countermeasures in the Period of Transformation

As far as the government economic function is concerned at present, it is not geared to the demands of market. The prominent representations include going beyond rights, doing nothing or doing wrong. The reason for this is that there is deficiency in the inner mechanism. To correct this situation, we should have the guidance of Marx's state economic function to bring into full play of resources distribution, prevent "market failure" , and at the same to avoid "government's failure" in order to realize the best combination of government's "tangible hand" and markets "intangible hand".
