| 摘 要： | 本文在阐述了普通高校(特指公立普通高等学校)运行二级管理模式的意义及分析高校权力配置对普通高校运行二级管理模式的影响的基础上,提出高校在运行二级管理模式时学校的行政权力应合理让渡于学术权力,强化院系学术权力的主张,并提出了针对性的办法和措施。

| Abstract: | Based on the analyses of the significance of the 2-layer management system in public universities and the influences of power assignment on its operation,it is proposed that the administrative powers of the university be properly assigned to the academic authorities,and that the power of the academic authorities of the departments be strengthened.Practicable measures are put forward to improve the operation. |
