北洋时期京直地区旗地管理述评

清朝灭亡后,北洋政府接收了京直地区的十几万顷旗地。这些旗地是增辟税源的一条重要途径,历届北洋政府都十分重视该地区的旗地管理问题,设置了专门的管理机构,制定了相关的丈放章程以及有关管理人员的奖惩措施。由于政治动荡,这些政策没有得到完全实行,但其终究体现了中国地方行政系统现代化建设的基本方向,具有积极意义。

The Management of Banner Legacy in Jingzhao District and Zhili Province during the Period of Northern Warlords Government

After the downfall of the Qing dynasty,a large number of banner legacy(about160,000 hectares)in Jingzhao District and Zhili Province was taken over by the Northern Warlords Government.As an important way of increasing revenue,every regime has attached great importance to it,such as setting up the special management institution,promulgating a series of rules about its management,and of rewards and punishment.But in a turbulent situation of that time,all of these could not be carried into practice in a whole way.However,they reflected the modernization of local administrative systems in China.
