社会风险化解中的政府持续

中国社会风险的高发来自诸多要素的作用。当传统的社会结构被政治发展撕裂时,风险往往同时出现在政治与社会之中;当社会风险只能依靠政治手段方能化解时,国家功能的全面行使则可能消弭社会自我修复的可能性。社会风险因此往往与政治风险联系起来,甚至形成一定程度上的社会危机。但是从逻辑上看,社会风险本身蕴涵着社会成长的内在要求,政府在化解社会风险时不能迷信于压力机制的秩序控制,而应适时调整社会政策以促进政府持续和社会成长,从而从基础上化解社会风险。

On the Government Sustenance in Resolving Social Risks

The high social risks in China come up from many factors.When the traditional social structure is torn by political development,social risks often exist both in politics and society.When social risks could be resolved only by political means,the full exercise of state functions might eliminate the possibility of social self-repair.Therefore,social risks are often linked to political risks and to some degree will form social crisis.However,from a logical point of view,social risks represent the internal requirement of social development,so the Government cannot resolve them by sticking to a pressure mechanism of order control,but should adjust social polices to foster the government sustenance and the social growth.
