中国省级政府投资的效率评价

基于中国的特殊国情,政府投资一直成为推动经济增长、改善公共服务设施及居民生活水平的主要动力。"十五"以来,政府投资能力不断增强,规模逐年提高,但其效率并未相应得到改善。我们对中国广东等10个样本省份的政府投资效率进行实证研究后发现,政府投资效率基本与经济发展水平正相关。但是,政府投资的效率平均损失达30%。因此,适度的投资规模、合理的结构布局及完善的政府投资决策机制是提高政府投资效率的路径。

Efficiency's Assessment of Provincial Government Investment in China

Based on China’s special conditions,government investment has been the main driving force of economic growth and improvement of public facilities and living standards.Since the Tenth Five-Year Plan,the ability and size of government investment has gradually increased,but its efficiency has not been improved accordingly;After empirical analysis on ten provincial government’s(Guang Dong etc.)investment efficiency,we found that the efficiency of government investment and economic development level are positively correlated.However,there is efficiency’s loss of about 30% in government investment,therefore,the modest scale of investment and perfect decision-making mechanism of investment will be the path for improving the efficiency of government investment.
