山东省海岸带管理派出机构构建探索

山东省海岸线长度占全国的六分之一,海洋经济发展迅速,设置海岸带管理派出机构是海岸带管理现状的需要。山东省沿海41个县、市（县级）、区应该设立县级海岸带管理委员会,7个沿海地级市设立市海岸带管理委员会,省政府设立省海岸带管理委员会,统筹全省海岸带事务,督导实施省海岸带规划。根据基层构建的不同,可以分为两种方案：各部门海岸带分局模式和海岸带事务公共服务中心模式。

The Construction of Agencies of Coastal Zone Management in Shandong Province

Since the length of the coastline is one-sixth of China,marine economy develops rapidly in Shandong Province,and it is essential to set up agencies of coastal zone management.It is suggested that forty-one counties and county-level cities in Shandong Province should set up Coastal Zone Management Committee,seven prefecture-level cities prefecture-level Coastal Zone Management Committee,and provincial government provincial Coastal Zone Management Committee,planning the coastal affairs as a whole,and supervising the implementation of coastal zone plans.According to the different construction,there are two modes： coastal branch and public service center of the coastal affairs.
