| 摘 要： | 我国农村人才匮乏问题是一个产生并存在了百年的问题，是影响社会和谐发展的重大社会问题，村村大学生计划在解决这一问题方面已取得明显效果，十七届三中全会为开展此项工作创造了新的有利政策环境，进一步开展好此项工作具有深远的历史意义和重要的现实意义。
