严格的环境管制会损害竞争力吗?——基于经济学文献的分析

扭转环境退化需要政府实施严格的环境管制,将环境成本内部化,消除环境外部性。然而许多学者、政府官员和企业负责人担心严格的环境管制会导致企业生产成本的增加,使企业在市场竞争中失去优势,进而影响地区的经济增长。本文研究认为,严格的环境管制对竞争力和经济发展的负面影响是有限的、短期的,而其预期收益则是巨大的、长期的。文章最后对改进我国的环境管制政策提出了建议。

Do Strict Environmental Regulations Harm Competitiveness?——An Analysis Based on Economics Literature

In order to reverse the trend of environmental degradation in China,the Government needs to implement more strict environmental regulations so as to internalize the environmental cost and eliminate the environmental externality.However,many scholars,government officials and enterprise leaders worry that the implementation of strict environmental regulations will lead to the increase of firms' production cost and therefore firms will lose the competition advantage in the market,which will affect the regional economic growth.This paper argues that the negative impacts of strict environmental regulations on competitiveness and economic development are short-termed and limited,while their expected returns are long-termed and enormous.Finally,the paper puts forward some suggestions to improve China's environment regulation policies.
