元代统一局面下盐官制度的重构

盐官的设置是元代盐政的重要内容之一.有元一代,南北得以统一,元统治者对全国较大的几个盐运司的官员进行了统一设置,并罢去一些规模较小盐司的官员,这反映了统一局面下元统治者宏观调控,抓大放小的管理思想.随着盐务管理体系(盐运司一分司一盐场)的建立,元统治者整合金代盐官体系和元初转运司体系,相应建立了盐官体系,进而推广至南方产量较大的两淮、两浙及福建盐区.这是全国统一局面下的客观要求,也是中央垄断盐业,加强中央财权的重要表现.元代盐官体系盐运司官员设置的规范化使元代盐法在理论上臻于完善,并成为明清盐官设置的样板.
