| 摘 要： | 积极推行政府投资项目代建制符合我国当前市场经济发展和政府投资体制改革的需要，具有重大的现实意义和实际作用，但代建制改革试点中暴露出的一些问题亟待解决。本文从治理结构与治理机制两个方面分析了我国政府投资项目代建制改革中存在的问题及其解决办法，并提出了进一步加快推进政府投资项目代建制改革的对策和建议，将对我国代建制改革和发展起到积极的促进作用。

| Abstract: | The active promotion of the Agent Construction System(ACS) for government investment projects fits with China's current development situation of the market economy system and the need for Reformation of Government Investment System.It has a significant and positive impact on the government investment projects. However, at the same time some problems have emerged in some pilot projects. In the present paper, the existing problems and their solutions as well in the ACS are analyzed and resolved from
