城市新贫困社群的福利供给研究：社会政策的视角

在中国经济快速增长的过程中，城市新贫困社群的福利供给出现了贫困陷阱的困境。对于这种福利供给所形成的贫困陷阱。当前学术界的主要研究是从个体的福利依赖角度来进行的。但是，基于湖南省长沙市区400余住新贫困社群的调研和对政府的走访资料．本研究解析了城市新贫困社群在现行福利供给体系下出现贫困陷阱的政策原因：缺乏赋权参与社会政策的建设理念，是制约当前新贫困社群需要满足得以实现的症结。建议政府采取针对社会发展需要与社会参与需要的社会政策来优化政府的福利供给效率。

Trap of poverty: from the perspective of social policy to analyze the welfare supply of new poor communities

With the great jump of China＇s rapid economic growth, government＇s social welfare policy focusing on new poor communities have been encountering with a poverty trap situation. To confront such a poverty trap, the current academic research is based on the individual＇s welfare dependency proceeding. However, according to a updated research of 442 new poor communities and investigation on the local authorities, which was held in the city of Changsha,Hunan province,it can be proved that the current social policy which existing in welfare system is just the contributor to form the poverty trap：government＇s policy has not adopt the empowered participating policy in its current social policy, has not met the three closely linked needs this is the crux of the welfare dilemma supply. This paper suggests that government should pay more attention to the social development need and the social participating need, put forward to carrying up the empowered participating policy to cope with this social turmoil.
