摘    要:由于自然条件、经济基础及产业结构等差异,各地区科学发展状态及面临的问题各不相同。该文根据科学发展观理论和实践目标,通过构建指标体系和评价模型,用综合指数评价法,从经济增长、环境友好、协调发展、发展潜力四个方面,评价得出:新疆科学发展综合指数明显落后于全国及东部地区,特别是经济增长指数中的税收比重、三产比重和城镇人口比重指标明显偏低,环境友好指数和发展潜力指数普遍偏低,协调发展指数中的居民收入、就业增长、收入分配指标全国最低,突出反映了新疆资源型经济增长的二元分化趋向。在保持一定增长速度的同时,高度关注基础设施投资、生态环境建设、重点工程项目与市场化推进、结构性优化、软实力建设的协调跟进,是增强新疆科学发展能力的当务之急。

Abstract:Because of the differences in natural conditions,economic basis and industrial structure,different regions have different situations of development and faces different problems.Based on the scientific development theorical principle and practical goals,evaluation shows that composite-index of Xinjiang is behind the country and and eastern region,specially revenue ratio,third industry ratio and urban population ratio are obviously lower.Environment friendship index and development potential index are generally lower.Resident income,employment growth index and income distribution index are the lowest in the country.It clearly reflects that resource-based economic development of Xinjiang has a duplication division tendency.While maintaining rapid growth,we must pay considerable attention to the coordinate catch-up between infrastructure invest,ecological environment building and major engineering projects with the marketing propulsion,optimizing structure and soft-power building,which are urgent for enhancing science development capacity.
