摘    要:东部地区经济发达,高速公路基本成网,而西部地区交通不发达,难以适应经济发展的需求。比较东部与西部的经济条件,分析公路建设自身的规律,及公路建设与经济发展的相互作用关系,提出西部公路的建设策略,非常必要。西部公路建设应分阶段采取不同策略。在初始阶段,政府资本与社会资本先后投入,推动高速公路建设滚动发展;在快速发展期,采用东部模式,加快高速公路建设。

Abstract:A network of highway has almost been constructed in developed East China,but transportation and communication lag far behind economic development in West China.A comparison of economic development in East China and West China,an analysis of the rule of road construction and its relationship with economic development are necessary for the adoption of effective measures for road construction in West China.Different strategies should be adopted in different stages.In the initial stage,government capital and social capital should be used successively in order to speed up the process,but in fast developing stage,the model which has proved to be effective in East China should adopted.
