| 摘 要： | 大力发展核电的能源政策与巨大的核电建设资金需求使核电投资模式成为热点问题。通过回顾我国核电投资历程以及比较发达国家核电的投资模式,发现随着电力市场开放度逐步提高和核电产业的不断发展,我国核电投资主体步入了从一体化垄断经营逐步向多元化经营的阶段。我国电力市场体制改革已取得初步成果,高度集中的核电产业组织模式已经不能满足我国核电发展需要,核电项目的投资更适合采取＂小业主、高市场化＂的多元化发展模式,故应采取加强政策扶植、立法保障和培育市场机制的策略推动多元化投资。

| Abstract: | Nuclear Power(NP) investment model attracts great attention due to the energy policy and the financial need of NP development.After reviewing China's NP development and analyzing developed countries' investment model,it is sugested China step into the diversification stage from adminitrative monopoly.With the development of electric power reforming,the model of small-proprietor and high-marketization is better than the model of mass concentrative orgnization in NP investment.So it should be strengthened by ... |
