大国崛起中的制度命题和制度难题

从历史经验来看,大国崛起离不开经济因素的支持,经济的持续发展是大国国运绵延的关键。在决定和影响经济发展的各种命题中,制度命题更有说服力,制度是决定和影响经济发展的关键性要素。在制度命题被强调的同时,制度难题出现了:好的制度来自哪里?制度难题困扰着后发国家,阻碍经济发展的制度具有一定的持续性,这导致了改革之难。针对制度难题,利益集团、教育、工业化、人权与产权的关系这几个方面为我们提出了一些探讨的思路。

The Institutional Proposition and the Institutional Problem for the Emergence of Great Powers

Historically,the rise of great powers is inseparable from the support of economic factors and in particular,sustained economic development is the key to continuous prosperity of great powers.Of all the propositions determining and affecting economic development,institutional proposition is the most persuasive because institution is the crucial element determining and affecting economic development.When institutional proposition is stressed there comes an institutional problem: where does a good institution come from? This problem plagues many countries.The institutions hindering economic development have a certain degree of continuity,which directly leads to difficulty in reform.This paper proposes some approaches to solving this problem by exploring such issues as interest groups,education,industrialization and the relationship between property rights and human rights.
