试论中国对外战略文化的核心价值观

对外战略是指国家在对外交往中以增进国家利益为核心的各种政策、策略和原则。国内外学术界近年来的研究表明文化因素在对外战略中具有重要地位,文化价值观可以引导国家利益的建构和追求方向,同时它本身也是构成国家利益的重要内容。中国和平发展的一个关键因素就是中国在对外战略中提倡什么样的价值观。在这方面,中国战略文化传统为我们提供了丰富的资源,泛道德主义取向、和合思维、“天人合一”的整体宇宙观、“天下为公”的大同思想以及诚信博爱是中国战略文化传统的核心。这些价值观和思维方式不仅有利于增进中国的国家利益,有利于回应和化解当代世界的各种冲突与矛盾,而且有助于形成全球共同体意识、实现国际社会的和谐发展。

A Trial Comment on the Essential Outlook of Cultural Value In Chinese Foreign Strategy

The foreign strategy refers to the core of various policies,tactics and principles of a country in increasing its national interests.The recent researches of the domestic and foreign academic fields indicate that the cultural factor is of very importance in the foreign strategy and the outlook on cultural value can guide the construction of the national interests and of the directions of pursuit and at the same time the latter is also one important part in constructing the national interests.The key factor of the Chinese peaceful development is the kind of outlook on value that China advocates in its foreign strategy.In this aspect,the cultural tradition of the Chinese strategy has provided us with rich resources.The essence of the cultural tradition is the integral universal outlook about orientation of extensive ethic,"Ho and Ho" Value,the Integrity of Man and Nature,the Idea of Great Harmony and the belief of honesty and universal fraternity.The outlook of value and the way of thinking not only promote Chinese national interests and respond and dissolve various conflicts and contradictories,but also are helpful in breeding the idea of global community and in realizing the harmonious development of the international society.
