| 摘 要： | 制度建设是实现农村治理与善治的关键。本调查表明农村在村规民约制订与执行、村务公开、纠纷调节、选举、习俗等方面虽有成绩,但还存在不少问题。发挥农民的主体作用,大力发展生产,注意引导农民的观念变革等是完善制度建设的必由之路。

| Abstract: | System construction is the key to governing villages and good governance.The investigation shows that we have also made success but brought questions in the constitution and implementment of village rules and(regulations),village affairs opening,dissension regulating,voting,customs.To recognize villagers main body role,make great efforts to develop production,pay attention to the villagers idea reform,is the only way for perfection of system construction. |
