乡镇企业代理成本存在问题及其治理对策

我国乡镇企业治理结构本质上是一种行政干预下的经营者控制型企业治理结构,乡镇企业委托代理关系其实质是一种行政性的委托代理制,在这种企业治理结构下,存在政企不分、缺乏有效的激励和监督制约机制、代理人缺位等问题,致使我国乡镇企业代理成本较高,应通过改革乡镇企业集体产权制度、建立有效的监督激励机制、完善竞争性的企业家市场等措施,提高我国乡镇企业代理效率。

Agent''s Cost of Township Enterprise and Countermeasures

The administration structure of China's township enterprises is a type of structure under a kind of administrative interference.It is a administrative agency by agreement in essence which has much disadvantages such as the unclear distinction between the functions of the government and those of the enterprises,the omission of main part of property right,lacking effective encouragement,supervision and restraint mechanism,agent's omission,which cause higher cost to the township enterprises.The thesis is supposed to resolve these problems through reforming the collective property relations of township enterprises,setting up effective supervision and incentive mechanism,perfecting competitive entrepreneur's market,in order to improve the efficiency of the township enterprises.
