理清战略思路 服务小康社会————对21世纪前期中国警务改革战略的宏观思考

改革开放以来 ,我国警务改革存在的最大问题是对警务发展阶段认识不清 ,改苹的战略思路不清。新世纪前期国际大背景、特别是国家的发展实际 ,决定我国的警务改革必须开创一个以警务信息化为先导 ,以警务专业化为支撑 ,社区警务全面发展的新格局 ,必须走一条将西方第三次和第四次警务革命、主动警务和被动警务有机结合的复合式发展道路。

Straightening out Train of Strategic Thought and Serving the Well-off Society

Since the reform and opening up,in police affairs has existed the biggest problem which includes that we have no clear understanding for developing stage of police affairs and no distinct train of strategic reform.In the beginning of the new century,the great international background,especially the practice of development of our country,decides that in China the reform of police affairs must open a new pattern which takes information of police affairs as a guide,takes professionalization of police affairs as support and community police affair as all-round development and must fellow a compound way of development combining the third and fouth police affairs revolution in the West with active and passive police affairs naturally.
