通过大量文献综述,结合多年的农村调研实践,文章回顾了几十年来我国农村政策的演变历程,梳理了有关中央文件的出台过程,提出我国农村政策决策的形成存在8种模式,借助案例比较法,就8种决策模式的形成机制及政策效果进行了深入分析,并通过分析其发展趋势提出公众参与模式和多元化智囊型模式将成为未来我国农村政策决策的主要模式,农村政策决策将更加规范化、科学化和民主化.

Analysis on Pol icy Forming Mechanisms in Rural China

Based on reviewing on relevant references and first-hand visits in rural China,this paper provides an overview of major policy changes in rural China over the past decades years and then focuses on the discussion of eight policy making mechanism using policy examples for illustration.
