| Abstract: | To strengthen the effectiveness of management is what education and training of cadres needs to adapt to the socialist market economic system with Chinese characteristics. This article analyzes the existing problems and reasons for them, and proposes the establishment of comprehensive benefits -oriented mechanism of train to ensure that investment in training resources factors plays a role in maximizing the output and achieve better results （quality of cadres and capabilities）. |
