| 摘 要： | 建国之初，中共主要通过在政府中设立党组来领导政府工作，同时坚持党政分开，努力搞好同党外人士的合作关系，结果却在一定程度上忽视和削弱了党对政府工作的领导，引起了毛泽东的警觉和不满。为此，中共中央对政府党组系统进行了改组和调整，并建立了严格的请示报告制度，大大强化了党对政府工作的领导，结果又导致了党政不分、以党代政和权力过分集中的体制弊病。
