| 摘 要： | 农民增收是农业和农村工作的永恒主题。目前,我国农业发展和农民增收已进入一种缓慢发展和徘徊状态,这其中不乏有制度设计缺陷的原因。譬如,引起土地经营分散化的农地经营制度,造成农业投资乏力的农业投资体制,"重城轻农"倾向的户籍制度等等。若要农民增收必须进行制度创新:重新组合土地经营方式,充分提高土地的产出效率,降低土地交易费用;加大对农投资力度,制定有效的法律政策,鼓励和吸引城乡居民个人投资;取消现有户籍制度,打破长期形成的城乡分割体制,统筹城乡发展;加大农村税费改革力度,确实落实农民减负政策,积极稳妥推进基层政府配套改革;加快农民社会保障体系的法治化进程。

| Abstract: | Farmer income growth is an immutable topic on agriculture and the country working. At present, China's agriculture development and farmer income growth have been in a state of slowness development and loitering, in which there is no lack of the disfigurement about system design. For example, the decentralization of soil management aroused by soil management system, the lack of agriculture investment system resulted in agriculture investment system, registered permanent residence system having the liability of "regarding city and despising country", etc. the article indicates the system disfigurement, which restricted the growth of China's farmer income and puts forward constructive ideas on the system innovation audaciously |
