“十一五”时期我国粮食加工业发展政策支撑建议

“国民经济和社会发展第十一个五年规划”建议中首次提出了“建设社会主义新农村”的发展战略和“优质粮食产业工程”的思路。就如何保障作为“优质粮食产业工程”关键环节的粮食加工业在“十一五”期间健康发展,经过对比、分析和深入调查,从营造公平市场环境、加强质量安全标准体系建设、建立健全粮食法规、加强行业协会的作用、改善市场流通、加强人才培养与职业准入、建立市场化经营平台、加强农产学研一体化建设等8个方面提出政策建议。

ON THE POLICIES SUPPORTIVE OF THE DEVELOPMENT OF THE GRAIN PROCESSING INDUSTRY DURING THE 11TH - FIVE - YEAR PLAN PERIOD

The year 2006 is the starting year of the 11th-five-year plan for the development of our national economy and society.The strategy of constructing new socialist countryside and the ideas of quality grain industry project are put forward in the plan for the first time.The paper deals with the sound development of grain processing industry,an essential link in the quality grain industry project during the stage of the 11th-five-year plan,by making a contrast and investigation.It advances policy-related suggestions in the following respects:building fair market environment;strengthening the construction of quality security standard system;establishing and perfecting grain laws and regulations;enhancing the function of trade association;improving the market distribution;strengthening the nurturing of the talent and profession permission;building market management platforms and strengthening the integrated construction of agricultural production,research and teaching.
