论重庆北部新区融资问题

以对重庆北部新区实际情况的分析为基础 ,提出重庆北部新区在融资模式上 ,应选择先由政府主导型间接融资为主 ,在条件成熟时逐渐转为以市场主导的直接融资为主的融资模式 ;新区应培育两大资金流动机制 ,即新区内资金的良性循环流动机制和区外资金流向新区的投资诱导机制 ;北部新区还应注意的两个问题 ,一是彻底摆脱计划体制对人们在观念上和制度改革上的束缚 ,二是建立有效的招商引资激励机制

On the financing in New Zones of the Northern Chongqing

Based on a realistic analysis of the situation in Northern Chongqing, the paper favors an indirect financing here with the government playing the leading role. And this financing mode, in a right situation, will be gradually changed into a direct financing with the market being the dominant factor. Besides, Northern Chongqing has to develop two mechanisms for capital flowing, i.e., the benign circulation of funds within new zones and the attraction of funds to new zones from the outside. Moreover, attention should be drawn to break the shackles on people's mind and to take effective measures to attract funds.
