社会保障:中国道路的选择与发展

中国社会保障是指具有经济福利性的社会化的国民生活保障系统。中国的社会保障改革必须植根本国国情，在借鉴国外经验的条件下走有自己特色的道路，这条道路的基本特色就是协调推进整个社会保障制度的改革与发展、走多元化与多层次相结合的混合型社会保障道路，当务之急是合理化解历史负债，实现分级、分项负责，开辟社会保险基金运营试验区。

Social Security: Choice and Development of China Path

Chinese social security is the socialized and national living conditions security system whichhas the nature of ecnomic welfare. Therefore,either drawing on the foreign experiences or corresponding tothe civil conditions,China must open its own characteristic path in the social security reform. The pathshould feature in harmony on pushing ahead the reform and development of the whole social security sys-tem as well as in the mixed state of the co-existence of multi-polar and multi-tiered- Thus,the most press-ing task at the moment is to reasonably resolve the historica1 debts,standardize the administration on dif-ferent levels and items,set up the experimental unit in operation of the social insurance fund.
