| 摘 要： | 文章针对科技成果鉴定体制存在的弊病,提出了由民间机构筹建多元化项目评价机构以取代政府职能的构想,以求适应与满足我国加入WTO后市场经济发展的需求。

| Abstract: | To meet the challenge brought by rapidly developing economy after China's accession to WTO, the present assessment system of scientific and technological achievement was evaluated and a suggestion to establish a new assessment system based on multiple bases run by non-governmental agency was proposed. |
