后冷战时期,非洲内部冲突通过跨边界扩散而日益呈现出一种区域化趋势。从冲突的根源及其现实影响看,这种区域化又呈现出明显的综合性特征,即它涉及全球、区域、次区域、国家和次国家等多个层次和军事、政治、经济、环境、社会等多个领域,以致形成一种多层次、多领域紧密互动的安全格局。这客观上要求非洲的区域和次区域组织应该在其内部冲突解决中承担起核心角色。

The Regionalization of Internal Conflicts in Africa: A Comprehensive Security Perspective

In the post-Cold War era,internal conflicts in Africa are increasingly becoming regionalized through their cross-border spread.In terms of the root cause of conflicts and actual influence,such regionalization takes a comprehensive form,viz.it includes several levels such as global,regional,sub-regional,national and sub-national,and several areas such as military,political,economic,environmental and social and forms a comprehensive security pattern consisting of multi-levels and multi-areas and their close interaction.Thus,it requires African regional and sub-regional organizations to play a central role in Africa's internal conflict resolution.
