| 摘 要： | "南共体方式"是南部非洲各国在推动地区一体化和地区合作过程中所形成的一系列价值规范,其基本特征是政府主导、主权至上、地区团结和非正式性。"南共体方式"本质上是要维护地区各国的绝对平等地位,防止霸权国的出现,但正是这种对主权平等、互不干涉原则的绝对推崇构成了南共体发展所面临的最大挑战。

| Abstract: | In the process of regional integration and cooperation in Southern Africa,certain norms and values have emerged,such as government dominance,supremacy of sovereignty,regional solidarity and non-institutionalization,all of which can be labeled as the "SADC way".Basically,the "SADC way" is to defend the equality among regional countries and to prevent the emergence of regional hegemon,but this canonization of sovereignty and non-interference principles formed the largest challenge to SADC development. |
