| 摘 要： | 城市政府在实现和谐管理中具有重要的地位和作用。从系统论的视角探讨了政府在实现对城市和谐管理中的三个层面即政府组织内部管理是实现和谐管理的前提;政府与公众的沟通是实现和谐管理的基础;实行人性化的公共政策是实现和谐管理的目标与归宿。

| Abstract: | The city government plays a key role in realizing the harmonious management. From the perspective of systemic theory, this paper inquires into the three layers in the harmonious management: the internal management of government as the premise of realizing the harmonious management, the communication between the government and the public as the basis of harmonious management, and the humanity public policies as the goal of harmonious management. |
