摘    要:人才是企业的核心资源,是构成企业的主体,是企业实现可持续发展的关键,人才已成为民营企业发展的瓶颈,因此对民营企业的人才资源开发与建设进行研究就显得尤为迫切与重要。在对福建省民营企业进行抽样问卷调查和深度访谈的基础上,通过定量研究和定性研究相结合的方式对民营企业的人才发展现状及存在的突出问题进行了较为全面的分析,并从政府作用发挥的角度对民营企业如何更好的实现人才资源的开发与建设提出了对策建议,主要包括观念转变、体制改革、权益保护、人才培训及人才招聘等方面。

Abstract:As the core resource and main body of an enterprise,talents decide whether an enterprise can develop in a sustainable way.However,talents development has become the bottleneck for the development of private enterprises;therefore,it is essential to conduct researches on HR development in them.Taking the private enterprises in Fujian Province as an example,we make quantitative and qualitative analysis to the status quo and problems in talents development on the basis of questionnaires,sampling studies and interviews.We proceed to put forward suggestions to better HR development and give play to the functions of government organs,including the change of ideas,system reform,protection of rights and interests,talents training and personnel recruitment.
