| 摘 要： | 城市基础设施建设、运营和维护需要大量的资金投入,如何保障这些资金的投入,是关系到整个城市基础设施开发与管理的关键问题。城市基础设施建设资金来源包括政府财政投资、银行贷款、发行股票和债券以及利用现代融资手段进行项目融资等。笔者从政府投资和项目融资两方面,探讨了城市基础设施建设的资金保障问题。

| Abstract: | It is necessary to invest a huge number of capitals for the urban infrastructure construction, running and management. So how to guarantee the input of these capitals plays a key role in the construction and management of urban infrastructure. The resource of the urban infrastructure construction consists of government investment, bank loans, stocks and securities and project financing based on the modern financing means. The authors discuss the question of the financial guarantee for the development and management of the urban infrastructure from the two aspects, i.e. government investment and project financing. |
