党外代表人士综合评价研究

摘    要:党外代表人士综合评价及其结果是新时期统战管理工作科学化的基础与重点,具有一定的前瞻性。其综合评价指标体系的设计原则为:科学性原则、针对性原则、实用性原则、目标导向原则及合理化原则,可以从德、能、绩、影响力和发展潜力五个方面进行综合评价。有效实施评价体系应注意党外代表人士的特殊性和时代性,应循序渐进、逐步推进,要正确分析和应用评价结果,并建立综合评价的工作机制。

Abstract:Comprehensive appraisal of Non-CPC (Communist Party of China) delegates and the appraisal results are the prospective works and key point for scientific management of United Front work in modern times. On basis of a large scale interview and questionnaire program, a deep investigation and analysis of the index system and subject of the appraisal is conducted, resulting to five recommended principles for design the appraisal index system. It is suggested that Non-CPC delegates can be appraised against their ethics, competence, performance, influence and development potentialities. Finally certain notices are given for application of the proposed system.
