| 摘 要： | 构建军民结合的国家创新体系要求我们深入理解技术创新和制度创新的关系.在社会相对稳定的发展阶段,制度环境比较成熟时,技术创新比制度创新更为重要,对于社会变动比较剧烈的时期,特别是我国正处于新旧体制转轨时期,制度创新更为迫切.应该通过一系列与军民有机联结相适应的竞争性市场制度和激励性产权制度的变革推动技术创新.
