农民负担问题简析

进入90年代，随着农村经济总量的快速扩张，农村收入分配的格局也在发生变化，其中最为敏感的农民负担过重问题，已经成为农村社会经济生活的热点、难点问题。虽然近年来各级政府为减轻农民负担一直做着积极的努力，并收到一定效果，但是农民负担过重问题并未得到实质性的解决，农民负担的反复性特点依然明显。1997年已经过半，中央、国务院关于减负工作的政策措施实效如何？当前农民负担存在哪些问题？为何减负成果难以巩固？本文将对这些问题作简要分析。
