随着市场经济的发展和种子管理体制赖以生存的客观环境的变化 ,种子管理体制落后于种子产业自身发展的矛盾日益突出 ,并成为制约种子产业发展的障碍。具体表现为 :一是政企之间缺乏科学的行为规范 ;二是产业之间缺乏高效的关联关系 ;三是市场主体缺乏科学的激励 ;四是市场运作过程缺乏规范的监管。因此 ,中国必须推进种子管理体制改革 ,以便适应新形势下种子产业转换与升级的需要

On the Problems of Present System of Seed Management in China

The analysis shows that the present system of seed management in China have four major problems. First, the relatory between regulatory behaviors of governments and business behaviors of seed companies are still not rational; Second, there aren''t the high effective related relationships among different sectors in seed industries; Third, there aren''t enough encouragements for organizations and companies which are engaging in the research,development,production,package,storage,transportation and sales; Finally, there aren''t the strong and regular monitoring and controlling over the seed market. Based on above analysis of the problems, the paper suggests that Chinese government should continue to promote the reform of the seed management system for speeding up the development of seed industries in China.
