区域公共事务的治理逻辑:以清水江治理为例

跨越行政管辖区的公共问题日益增多,传统以地域为边界的管理方式在治理这类公共问题上捉襟见肘。治理区域问题的各类主体都存在着内生性的不足,从而需要常态的治理区域公共事务的机制,以保证区域公共事务得到及时、有效的治理。治理区域公共事务的关键在于受区域公共事务影响的利益相关人能够组织成相应的供应单位,该供应单位必须选择利益相关人表达偏好的方式,在利益相关人之间分摊成本的方法,并选择相应的生产单位来生产治理区域公共事务所需要的公共品。

The Logic of Governing Regional Public Affairs: A Case Study of Governing the Polluted Qingshui River

With the increasing emergence of public affairs covering different jurisdictions,the traditional mode of management based on the geographical boundaries could not solve these trans-jurisdictional problems.Through the analysis of governing the polluted Qingshui River,the article argues that the key point in governing these regional public affairs lies in the proper organizing of stakeholders of relative public affairs into a supply unit which can select the ways to express preferences of stakeholders and the ways to share cost of governing regional public affairs,and select related production unit to produce public goods and services.
