质与量的博弈：高校大学生党员发展质量提升对策分析

提升高校大学生党员发展质量，是建立保持大学生党员先进性长效机制的核心工作之一。分析了高校大学生党员发展中存在的理想信念淡化、入党动机功利化，入党把关不严、数量质量关系错位，培养教育缺乏实效、先锋模范作用不够，质量保障体系乏力、出口机制不畅等四个方面的问题。提出了科学处理数量与质量的辩证关系、强化党员发展各环节力量建设、完善党员退出机制等三个方面的对策，保障高校大学生党员发展质量的提升。

THE GAME OF QUALITY AND QUANTITY： ANALYSIS OF COUNTERMEASURES TO ENHANCE THE QUALITY OF COLLEGE STUDENT PARTY MEMBERS

Improving the quality of party members of college students is the core work of establishing long-term mechanism of maintaining the advanced nature of the party members. The paper analyzes the issues existing in recruiting party members of college students such as their faded ideals and beliefs, their utilitarian motives for joining the party, lack of strict checks on their joining the party, dislocation of the relationship between quan- tity and quality, lack of effectiveness in training and education, inadequate vanguard and exemplary role, weak quality assurance system, unsound mechanism of joining and resigning, etc. The paper then puts forward such countermeasures as follows： handle the dialectical relationship between quantity and quality, increase in- put, strengthen the construction of party members in all aspects, emancipate the mind and improve the mecha- nism of resigning. These measures will ensure the upgrading of the quality of college student party members.
