| 摘 要： | 市场机制不能自发产生社会主义经济基础,也不能自发地坚持为大多数人谋福利。因此,管理创新必须坚持社会主义方向,以提高政府效能为核心,保持社会稳定,建立符合服务型政府的管理体制和行为方式,不断提升政府管理能力和执政能力。

| Abstract: | The market mechanism cannot spontaneously produce socialist economy foundation and cannot spontaneously adhere to benefiting most people.So it is necessary for the administrative innovation to adhere to the socialist orientation,so as to take the government efficiency as the core,keep society stability,set up the administrative system and action mode that agree with the ministrant type government and to constantly enhance the government's administrative ability and reigning ability. |
