论高校图书馆人力资源的建设和管理

摘    要:本文在对高等学校图书馆人力资源现状调查和分析的基础上,提出了知识经济时代高等学校人力资源建设和管理的策略。人力资源建设应建立起馆员的高度职业责任感;创造有利于提高馆员业务能力和技术水平的学习型图书馆环境;转变馆员的服务观念;充分尊重师生人格;馆员深入用户,提倡服务的相融性。人力资源的管理策略应调整人员结构,实行优化配置;实行聘用制,引入竞争上岗机制;简政放权,实行分级管理;建立严格的考核制度和聘后管理制度;实行激励机制,打破平均分配局面。

Abstract:Through investigation and analysis of the university library human resource, this paper put forward the strategy of human resource construction and management of the university library in the our country knowledge economy ages. The library manager's high occupation sense of responsibility should be built. A library environment of study is advantageous to the manager's business ability and technique level. The library manager's service consciousness should be strengthened. The personalities of teachers and students should be respected. The manager of the library should go deep in the customer, promoting the blend between customer and manager.The personnel's structure should be adjusted.Enthusiasm of all levels of manager should be promoted. The assessing system should be established strictly.The encouraging mechanism should be practised, and the average allotment should be broken.
