突破官僚制伦理困境的可能性

韦伯经典官僚制理论的伦理难题凸显于价值性与工具理性、信仰伦理与责任伦理、形式合理性与实质合理性的紧张关系。他试图通过这种政治与行政二分的方法整合价值理性与工具理性、信仰伦理与责任伦理 ,使其统整于合理和合法统治的理想类型之中。但这种理想类型只是一种可能性 ,它注定是不可“回乡”的。西方的各种救治疗法仍然难以突破官僚制的伦理困境。而中国共产党以“三个代表”为指导的新伦理精神建设才是突破官僚制的技术、知识统治之困境的可能之路。

The Possibility of Breaking Through Bureaucratic Ethics Predicament

The ethical problems in Weber's classical bureaucratic system theories can be obviously seen in the tense relationship between value and instrument rationality, faith ethic and duty ethic, form rationality and content rationality. By applying the approach of politics and administration, Weber tries to integrate these relations into an ideal type of legal and reasonable ruling, which is only a kind of possibility. It is still hard for the remedy theories in the West to break through the ethical predicaments of bureaucratic system. On the contrary, under the guidance of the "Three Representatives", the new ethical spirit of the Chinese Communist Party has become the only possible settlement to such predicaments.
