| 摘 要： | 在 2 1世纪 ,我国高校科研管理干部的综合素质如何 ,在一定程度上制约着各高校能否多出科研精品、能否造就科研干才和提高学术水平的宏伟目标。新世纪的高校科研管理干部应该具备 5种基本素质 :良好的思想道德素质、较高的组织管理水平、合理的知识结构、较强的开拓创新能力和鲜明的民主法制观念

| Abstract: | To a certain degree, the comprehensive quality of scientific research managerial personnel in institutions of higher learning will restrict the scientific output, the growth of scientific talents and the improvement of academic level in universities and colleges. Scientific research managerial personnel in universities and colleges in 21th century should possess 5 basic qualities: sound ideological and moral quality, good organizational and managerial skill, reasonable knowledge structure, strong creative ability and clear-cut concepts of democracy and legal system. |
