新疆水资源及其产业间用水结构特征研究

水资源短缺是制约新疆经济社会发展的第一要素。新疆水资源问题主要表现为资源性缺水与结构性缺水并存,产业用水结构不合理与低效利用同时存在,过度开发与生态环境需水严重不足,已成为当前制约新疆可持续发展的首要问题。该文认为,解决问题的根本出路在于进行产业结构调整,通过控制农业种植规模发展节水高效现代农业,构建节水型工农业生产体系,在加快工业化、城市化进程中实现水资源利用的战略转移,实现产业用水结构合理化。

Study of Xinjiang Water Resource and the Characteristics of Inter-industrial Water Consumption Structure

Water shortage is the first factor that affects the eco-social development in Xinjiang.The problems of water resources is characterized by the coexistence of resource water shortage and structure water shortage,coexistence of illogical structure of industrial consumption and inefficient utilization and coexistence of overdevelopment and severe shortage of water for eco-environment,which has become the priority that limits the sustainable development in Xinjiang.The paper suggests that the fundamental way out lies in the following aspects:The industrial structures should be adjusted;Water-saving and efficient modern agriculture should be developed by controlling the size of agricultural plantation;Water-saving industrial and agricultural systems should be built;Strategic transfer of water utilization should be realized to rationalize the structure for industrial water utilization.
