库恩的“范式转换”理论与行政文化分析

摘    要:“范式”理论是美国科学哲学家库恩最早提出来的,其中,它的“范式转换”理论作为一种方法论,被其它学科领域借鉴来厘清所从事领域的发展、变迁路径以及把握其领域的未来走向。根据库恩的“范式转换”理论,行政文化的发展经历了统治型行政文化范式、管理型行政文化范式以及正在形成的服务型行政文化范式。处于萌芽阶段的服务型行政文化范式,只有以人为本,坚持法治与德治相结合,才能成为主导行政文化范式。

Abstract:"The model" theory was first put forward by American scientific philosopher Kunh,in which the " model transforms" theory is drawn on as one kind of methodology by other disciplines to clarify the route of the discipline's development and evolution and predict the future trend.According to Kunh's "model transforms" theory,the administrative culture development has experienced three cultural models: rule administration,management administration and the emerging model of service administration culture.The service administration culture model at the germination stage can become the leading administration cultural model only when it is individual-based and persists to governance by law in collaboration with by moral.
