| Abstract: | Elementary and middle schools run by state enterprises,as a result of planned economy,go against the modern business management. The bad condition of these schools call for urgent reform. It's the basic direction of reform to separate state enterprises from their function of running elementary and middle schools. Now the government school plan as a whole to ensure the stability of these schools in good condition and set them as a model for the others which are to be guided respectively. |
