| 摘 要： | 清代西宁办事大臣（又称＂青海办事大臣＂）正式设置于雍正三年平定青海蒙古罗布藏丹津反乱之后。清朝设置西宁办事大臣的原因：一是为安辑、管理青海蒙古及藏族（时称＂西番＂或＂番＂）;二是重视当时青海蒙、藏地区的重要战略地位,西防准噶尔,南护卫藏。
