清代归旗制度行废述论

归旗制度是满洲统治者为防止驻防官兵丧失本民族特性、渐染汉习而采取的一项措施。但却在要求归旗的同时,也默许了一些驻防官兵居留驻防地。满洲统治者于此间流露出的无奈之情,乃是时势所限。而归旗制度的废止,却为满族不同社会群体的形成,尤其是分布全国的驻防群体的形成拓平了道路,是清朝社会政治经济发展的一种必然结果。

The Raising and Disposing of "Back to the Banner" System in Qing Dynasty

"Back to the Banner" was a countermeasure that the ruler of Qing Dynasty took to prevent the garrison officers and soldiers of Manchu from loosing their Manchu character and being contaminated the Han custom.While this policy was conducted,the government acquiesced a fact that some garrison officers and soldiers settled down in where they garrisoned owing to the current situation.The disposition of the "Back to the Banner" policy leveled the different social groups of Manchu to the ground.It was also the final result of the social,political and economical development of the Qing Dynasty.
